Title: Regional Medical Manager (1 Post)

Location: Lucknow

Project AHANA is supporting National AIDS Control Program (NACP) to achieve the country mandate of Elimination of Vertical Transmission of HIV and Syphilis (EVTHS) by 2026, in 13 states.

Plan India is the Principal Recipient (PR), with NCPI+, UPNPplus, HLFPPT & CINI being the Sub Recipient (SR), is implementing the AHANA project funded by The Global Fund in 13 states (Uttar Pradesh, Bihar, Odisha, Chhattisgarh, Jharkhand, Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura in North East), in coordination with NACO and the respective State AIDS Control Societies.

Overall goal of the project is to increase the uptake of Prevention from Parent to Child Transmission (PPTCT) services in the 13 Project     States.

 

Objectives:

 

·       Towards attaining universal access, facilitate expansion of HIV testing at Village Health, Sanitation and Nutrition Day (VHSND), Urban Health Facilities (including Private Sector) by building capacities of Health Service Providers.

·       To ensure effective convergence of HIV testing- Treatment and Care and support services for HIV positive pregnant women and HIV exposed babies till 18 months

·       To develop a convergent and resilient data management system through continuous monitoring and mentoring of the facilities for quality program delivery and bring them at ‘level ready’ for country EVTHS data validation

 

Job Description: -

 

·     Support the state teams in mapping of all private health facilities providing Antenatal Care Services and HIV Treatment Services.

·     Advocacy with the private medical associations and private health service providers to join hand with government on EVTHS

·     Orientation of the state chapters of private medical associations (FOGSI, IAP and IMA) and private health service providers on the Country EVTHS protocol

·     Provide overall technical guidance to AHANA and other projects

·     Regular analysis of program data and support the Program Team in identifying the gaps and planning for addressal of the same

·     Organizing regular capacity building of the outreach team on technical topics to facilitate effective counselling of the clients during home visits

Required Qualification & Experience: -

·     Essential: MBBS, BDS, Ayush or MPH

·     Minimum 5+ years of work experience in the field of maternal, child health & HIV/AIDS programs

·     Preference will be candidate with experience in HIV and qualified women candidates are encouraged to apply.

 

Essential Skills: -

 

·     Awareness on the scope and functioning of the Private Health Services sector at the state level

·     Networking skills to build liaisons with Private Medical Associations and the popular private health services providers

·     Able to develop state specific strategies Able to analyse program data & manage a program dashboard

·     Organizing & conducting Capacity Building on technical topics related to HIV and EVTHS

·     Proficiency in the usage of the computer (MS-Word, MS Excel, MS – Access)

·     Strong presentation and communication (written & oral) skill

·     Experience of working with multiple stakeholders in civil society and grass root level government health department

·     Ability and willingness to undertake extensive travel, (50% of the total time) primarily within the state

·     Fluent in English, Hindi and/or (any other regional languages)

Title: Technical Officer (1 Post)

For managing Uttar Pradesh and Bihar

Location: Lucknow, Uttar Pradesh

Project Duration:

Till 31st March 2024

Salary: INR 35,200 pm

 

Uttar Pradesh Welfare for People Living with HIV/AIDS Society-UPNPplusis the Sub Recipient (SR) for the Global Fund-supported care and support programme, Vihaan (meaning dawn’s first light in Sanskrit). It is a state initiative to provide expanded and holistic care and support services for People Living with HIV (PLHIV), especially those from high-risk groups, and women and children infected and affected by HIV. The programme is designed to enhance access to essential services, support treatment adherence, reduce stigma and discrimination, and improve the quality of life of PLHIV. It thus aims to put in place a quality care and support system that complements HIV prevention and treatment programmes already in place. UPNPplus is working closely with SACS, Civil Society Organizations and Community Networks in ensuring that the programme is reaching to PLHIV with need-based services.

 

Currently, under this program we are presently covering total 75 districts of Uttar Pradesh through 27 CSCs, 38 districts of Bihar through 15 CSCs.

 

Job Description: -

 

·       Support the implementation of Monitoring and Evaluation plans of Vihaan with SSR using eMpower application

·       Undertake periodic supportive supervision and onsite data validation (OSDV) visit to CSCs. Visits can be planned based on the performance of CSC, coordination and networking issues, management issues and any other pertinent issues. Keeping in mind, the budget allotted for travel, a site visits to be planned based on specific needs.

·       To undertake regular virtual meeting with CSC PC and ART team for data validation and reporting, review the progress and for capacity building.

·       To ensure timely submission of Monthly & Quarterly report to PR.

·       Collection and analysis of data from SSR and ensure the quality and authenticity of the data.

·       Contribute to the implementation of effective monitoring, review and evaluation strategies and activities for programmes against agreed project deliverables

·       Maintain up to date accurate records on MIS data and programme indicators at all levels.

·       Support the compilation of information, including workshop reports, quarterly and annual reports and review and re-planning reports.

·       Support the development of tools and resources for use by SR and state level partners in monitoring.

·       Support the implementation of eMpower application for the Vihaan programme at the SSR level.

·       Prepare data analysis of priority population and their coverage and provide feedback to SSR to enhance the quality of programmes.

·       Support SSR   in systems and procedures to ensure donor compliance.

·       Conduct programme evaluation and prepare strategic documents/reports and disseminate the learning through appropriate forums.

·       Support assessment processes within Vihaan Project in the State/Region to develop M&E capacity building plans for needs identified.

·       Provide support to the delivery of capacity building programmes for SSR.

·       Assist in managing any relevant external technical support that may be required for the SSR 

·       Monitor, review and evaluate the progress and impact of capacity building programmes.

·       Support the Programme manager in the compilation of information from attendance at external monitoring and evaluation initiatives.

·       Undertake periodic site visits for monitoring of project records at SSR level.

·       To train the community staff on data collection tools through methodologies best suited for them

·       Undertake periodic data analysis of target vs achievement and submit to SR and SSR team to understand the present gaps in the program and to facilitate the programme planning to bridge the gaps

·       Liaising with SACS, DAPCU and other development partners in coordination and data sharing.

·       In consultation with the Programme Manager, represent SR in appropriate state and district level forums.

·       Undertake other responsibilities not outlined above which are commensurate with a role of this nature and which have been discussed and agreed between the line manager and the post holder.

 

Required Qualification & Experience: -

·       Degree in social sciences, health or development field (or equivalent) with at least 3 years of relevant project management experience in the health or development sectors. The criteria for selection will be relaxed for members from PLHIV or key population group with relevant experience and calibre and final decision lies with the interview panel

·       Demonstrated knowledge and understanding of project management at State level

·       Excellent analytical, writing and verbal communication skills

·       Good computer skills using MS office

·       Ability to work effectively in teams as well as independently

·       Preference will be candidate with experience in HIV/AIDS Global Fund funded project

·       Ability and willingness to undertake travel

·       Fluent in English, Hindi and regional languages
